Recently, the reporter learned from the Department of Industry and Information Technology of the Inner Mongolia Autonomous Region that Inner Mongolia, based on its own endowment characteristics and strategic positioning, has orderly accepted industrial transfer, focused on promoting industrial transformation and upgrading, and built China's important bridgehead for opening up to the north, promoting "Belt and Road" cooperation and exchange, and fully promoted the high-end, intelligent, and green development of the manufacturing industry.

It is reported that Inner Mongolia has obvious advantages in accepting industrial transfer. First, there is a superposition of supporting policies. Inner Mongolia is the only province in China that simultaneously enjoys the three major national regional coordinated development policies of Western Development, the overall revitalization of the Northeast, and the ecological protection and high-quality development of the Yellow River basin. Second, the geographical advantage is obvious. Inner Mongolia has a vast territory, spanning the "three norths" and connecting eight provinces internally, connecting with Russia and Mongolia externally, neighboring the Beijing-Tianjin-Hebei economic circle to the south, and relying on the old industrial base of the Northeast to the east. It is the preferred place for industrial transfer cooperation in the Beijing-Tianjin-Hebei, Heilongjiang, Jilin, and Liaoning regions. Third, there are abundant energy and mineral resources. Inner Mongolia has the first national reserve resources of 21 types of minerals such as coal, rare earth, lead, zinc, and silver, the first national wind energy resources, and the technical development of wind energy resources at a height of 70 meters is 1.46 billion kilowatts, ranking second in the country in solar energy resources. Fourth, the "green electricity" advantage is obvious. So far, the total installed capacity of new energy in Inner Mongolia has exceeded 100 million kilowatts, becoming the first province in the country to break through the total installed capacity of new energy to 100 million kilowatts, which can generate about 230 billion kilowatt-hours of green electricity per year.

Inner Mongolia has achieved significant results in accepting industrial transfer. With the implementation of China's industrial structure adjustment strategy, a number of industries have transferred from the eastern coastal developed areas to the central and western regions. The autonomous region has seized opportunities and leveraged advantages to actively accept industrial transfer, forming a new industrial phenomenon of "peacocks flying northwest and phoenixes coming to build nests," focusing on building a new highland of western industries.

First, it accelerates the construction of a modern industrial system. By orderly accepting the transfer of industries from the east, it vigorously introduces high-quality projects such as new energy, new energy equipment manufacturing, non-ferrous metals, and new materials, forming an industrial system supported by characteristic advantage industries such as coal, electricity, metallurgy building materials, chemical industry, agricultural and animal products, modern equipment manufacturing, rare earth, and biomedicine. The scale of the industrial industry grows rapidly, and the industrial structure is continuously optimized.

Second, it promotes the strengthening, supplementation, and extension of key industrial chains. Focusing on the "8 major industrial clusters" and "16 key industrial chains," it uses the advantage of green electricity to fill the downstream industrial chain links and promote the development of traditional industries. Third, it continuously deepens regional industrial cooperation. The autonomous region government and the people's governments of Beijing and Jilin have signed deepening cooperation framework agreements to deepen exchanges and cooperation, empower each other, and develop together. It held the Inner Mongolia Advanced Manufacturing Industry Yangtze River Delta Special Promotion Conference, signing 62 projects with a total investment of 114.715 billion yuan. It organized relevant leagues and cities to participate in the second Bay Business Summit and the Guangdong-Hong Kong-Macao Greater Bay Area and Inner Mongolia Industrial Cooperation Conference, strengthening cooperation and exchange with the Guangdong-Hong Kong-Macao Greater Bay Area.

Fourth, it vigorously carries out industrial transfer activities. It held the 2023 China (Inner Mongolia) Industrial Transfer Development Docking Activity to deepen regional industrial cooperation and promote industrial transfer development. A total of 160 projects were signed, with a total investment of 457.3 billion yuan. So far, 139 projects have started construction, with a total investment of 349.49 billion yuan, and an investment of 37.36 billion yuan has been completed. At the same time, it promotes the precise investment attraction of chain-leading enterprises, carries out industrial chain investment attraction, and merchant investment attraction, accelerates the introduction and cultivation of supporting enterprises, and supplements the shortcomings of the industrial chain.
